It really depends on how the deception was done, what was the impact of that deception. However wmds can kill thousands of people at one time.

Weapons of mass deceptions can be more dangerous than weapons of mass destruction, because mass deception, can lead to mass destruction. Take for instance, if the Government is hiding something from the general public, that is destroying the general public, then the general public can panic when the truth comes out, and not everyone handles a dangerous situation in the same manner. Then the Government destroys, instead of building.

Mindless slaves or dead bodies, you tell me which one is more appealing. Another view, look at all the people who commited horrible atrocities, like Hitler and the Interahamwe in Rwanda. You don't need a weapon of mass destruction to kill a lot of people. In fact, mass deception might even be more efficient, because the idea behind that is that no one knows what you are doing and you can brainwash large amounts of people at once. With a weapon of mass destruction all you can do is threaten, and when a threat is presented, people will seek to eliminate it, but if there is no threat presented?

Of course it can. Just look at the 24 hour news cycle. Look at virtually all newspapers and last, but not least Politicians. They deliver mass deception every single day. They do this because we as a people let them. We have become so lazy and apathetic that 10 second sound bites must be facts..NOT

For a democracy, certainly. Even mass destruction cannot kill a democracy -- consider San Fransico, 1906; Oklahoma City; New York City; New Orleans. But misinformation, disinformation, deceit -- and the willingness to swallow them without challenge, without analysis, without debate, can and nearly have destroyed this democracy.
"When everyone's thinking alike, no one's thinking."
"He who would give up freedom for a little temporary security deserves neither."
"People have the government they deserve."

I would prefer deception, as I have become accustom to it living with US politicians.

Good question, don't know. Looking at history they are usually used in conjunction with one another. First the words to demonize the target then bullets to kill it.
