Yes, you can. As far as I know, College's are exempt. Public Grade Schools in NYS, you're not allowed to smoke on School Grounds.

at my brother' college campus everyone can. Even some professors smoke in the classroom while lecturing. lol.

Smoking tobacco, they usually have designated area outdoors or an indoor lounge. For the other type, you are on your own.
