yes, paralysing is (generally) caused by damage to the spinal cord which is part of the nervous system in the body, whereas the orgasmic points are part of the reproductive system so are usually not affected by spinal cord injuries. However there are some cases where all feeling and movement are lost below the waist and then orgasm would be rendered impossible.

In some cases yes it all depends on how badly damaged the guys nerveous system is but other wise no, a guy who is completely paralyzed below the waist cannot feel anything.
