President was probably one of the greatest Presidents of the 20th Century. Unfortunately, he was paranoid and did some stupid thing like the Watergate cover up which led to his resignation. However, he was a master of foreign policy, and it was he who opened up the doors of communication with Red China which greatly reduced tensions of the Cold War.

I am afraid the only answer I can come up with is he didn't change policy.
Nixon inherited the Vietnam War, which was a very unpopular conflict that President Eisenhower and Kennedy got us more involved in supposedly trying to stop Communism.
Nixon did not trust anybody, because of bad advice from many of his staff. He did not want to be the first president to call it quits and fail those that lost their lives supporting American Military.
