Perhaps you check out the National Association of Youth Theatres, see below.

Hello. What my sister and I did was first check the community and the church, we asked kids and teens if they would be interested in participating in an amateur theatre group. We got an overwhelming response. It seems that a lot of the kids in the church wanted to join a school drama club or professional theatre but they didn't because they're scared of auditions. Some wanted to just lend a hand, the artistic types wanted to join the production team, designing sets and costumes. So I called a professional theatre company and asked if they have someone who can assist us in teaching basic acting workshop to the kids and the teens. So there we were, me, my sister and another instructor, we sent posters, flyers and invited nearby schools and other kids we know. Soon, by word of mouth, we had so many workshop participants. We charged a little for the cost of materials & utilities for the church auditorium where we held our workshop. From the participants we found our new members. We formed an amateur theatre company, all volunteers, all of us below 18 years old. Some of them were really talented. This May is our 3rd year of summer workshops, we also hold workshops every October. We've performed a lot too. We do not charge much for the entrance and we perform in schools, churches, etc.

Also, don't forget the showcase at the end of the workshop. It's the most fun and exciting part of the workshop - putting on a show. And they'll be really proud of themselves after the showcase. The parents will be ecstatic too.

It's a good thing you have friends who wanted to do this with you, it'll make everything much easier.

Also, I got a book last year, and it's really very helpful.
The Complete Idiot's Guide to Amateur Theatricals

I suggest you get it. You'll find useful information about obtaining performance rights and putting up a new production and cast and there are great advice about make-up, costumes, staging, lighting, music and more. And there are publicity and marketing strategies included.

Find out the regulations to open a theatre company in your city. Find out what permits you need etc.

If your city has a 311 number, call it.
