ok my fiance is advising me on this, he is a landscaper so deals with this all the time
firstly you need builders sand!, not concrete or coarse sand
usual ratio is between 4 sand to 1 cement, or 3 sand to 1 cement, its personal choice but my fiance always favours a stronger mix,
the amount of water to be added will depend od other factors such as how wet the sand is and if the weather is hot, generally you will find a normal size mixer will take 3/4 to 1 bucket full of water to make a nice mix, the cement should stiff enough to make a peak and hold it but also be pliable
also watch the amount of sand to cement you put in, remember when you shovel sand you tend to get more sand on than cement,

I like 2 gravel, 3 sand, 1 mix. In the summer add a little more water so you can complete job before set up. The sand and gravel job is a filler so your not spending a lot of money just on mix so really anything close to this will do. The problem most people ran into is to much water or over mixing. Remember make a paste and stir only enough to mix water in

You want to make mortar.
other guys have given you good answers, but don't put gravel in for mortar. Good luck.

Having never done it before, save your sanity, and your wall by getting ready ix and add water to the consistency of pancake batter.
