it might be a cross connection where hot water is feeding thru a faucet or device where hot and cold water are connected . A tempering vave w/out check valves installed would cause this, also a faucet w/ H&C on but something keeping the water from flowingout.

Depending on which part of the world you're in, it depends on how hot it gets in the daytime. I live in South Texas and we have that problem all the time in the summer.
Because the earth warms during the day, the water standing in the water pipes warms up. Once you turn on the tap, it takes a bit to flush the warm water out before you get the cool water.

maybe the proximity of the hot and cold water pipes before they reach the spigot.if the hot water pipe heats the cold pipe after the water begins to flow in might release the heated water and allow the cold water to flow before it is stationary long enough to heat up so trace your pipes it has to heat somewhere.

if the sink is in close proximity of the water heater. I would say that you are getting backflow from thermal expansion. Install a check valve on the cold water supply to the water heater.

mine does that in the summer bcuz my water pipes are in my attic and that warms the water that is already in them. it turns cold after a minute. maybe your pipes are near a heat source.

your house is warm so the water in the pipes will be warm if the water hasnt been run in a while... especialy if they pass by the furnace or hot water piped

the water sitting in the pipes. .has gotten warm as the pipes are warm..
and once the water is turned on.. the "colder" water pushes the "warmer" water out.. clearing the pipes.......
