I fully agree with chamakdar's answer. This act of this man amounts to cheating by personating for which he can be charged under section 419 of the Indian penal Code, & if he gets the delivery of another flat under the SRA project then he further gets charged under section 420 of IPC for cheating & dishonestly delivery of property. This man has must have made a false statement on oath to the public servant to avail the benefits of SRA project for which he face charges under section 181 of the IPC. He must have used certain certificates to prove his identity as a slum dweller for which he can be charged under section 193 read with section 198 of the IPC. In all he can face a punishment upto seven years under these provisions as well as fine for committing all these offences. Since his act of personating for cheating & making false statement or giving false certificate is done before the government authorities its the government who can fill criminal complaint against him & get him prosecuted & punished under the various provisions, for which a formal complaint should be made to the concerned government authorities dealing in the SRA project, a copy of the same should be sent to the Chief Minister, Minister of Housing & development at the State level & if need be to the press/media with all the relevant piece of evidence you have regarding his activities

Oh! Some one is trying to reap in all the benefits in whatever way possible. Are you a member of a Community Based Organisation (CBO) or a NGO? It is always better to take up such issues collectively (experience says so). For the S R A scheme you can approach the Brihan Mumbai Corporation. They monitor and release the funds for the construction of the S R A projects. Their complaint & public grieveance cell should accept your complaint. The MMRDA approves the plans of the S R A scheme. They can also be contacted. Finally there's a NGO called SPARC which works with slum dwellers and are building several S R A projects like the one in Oshihara. They are located in Byculla, I guess. Also SPARC has a huge network of slum dwellers. It is known as the National Federation of Slum Dwellers. Mr. Joakin is the president. He is very famous (he won the Magsaysay award). Visit SPRAC's web-site www.sparcindia.org to find out more. You may like to contact them.
Best wishes.

The govt. should make procedures and rules and regulations that are foolproof and does not allow a person to take double advantage. However, this is a small problem. There are many politicians and leaders who eat into the money allocated for the poor.
