Yes of coarse, except for when the child commits a more serious crime in which the parent isn't directly involved in anything directly leading to the event as other dynamics could come into play.
Some parents that drink or do drugs think the best way to teach their children right from wrong is to let their child freely experiment or experience wrong act's on their own as individuals, however, this usually create's a worse outcome for the child in which the free thinking is a gift to grant the child to commit wrong acts at an early age that become habit forming, thus, leading the child down a narrower and more complicated dark path, in this case the parents are most definately responsible.
Another example is gun safety.
A friend of mine when younger named Richard got into his father's gun cabinet and another friend of his quickly grabbed the gun from him, they removed the clip and thought because the clip was removed from gun it was safe. They went outside and started waving the gun around and the friend pointed it at Richard and the gun went off. Richard accidentily was shot and he went flying back over chair and into a wall. Even though the clip was removed there was still a bullet loaded in the chamber. Ironicly in a time when parents including his own complained of wanting more gun rights to legally bare arms, this is exactly when the accident took place. Even more ironic, several other children in same area had the same exact accident on that same day.
The parents should have been held responsible for this because they purposely left the lock off the gun cabinet during previous arguments on gun safety because they didn't think anything serious would ever happen and the child would never get into the cabinet and use the gun, yet, my friend could've died that day. He was never the same again.
Parents are held responsible for teaching a child right from wrong at an early age, including safety and proper handling and reactions of things in life. In the case where a parents actions easily led to a negative outcome, such as the gun incident, the parents should be held accountable. Imagine you let your child go to a friends house and their parent leave's gun cabinet unlocked and your child was accidentily shot dead or accidentily shot the parents child dead by accident. It happens more frequent than people think.

Yes ! It is the parents , who nourish their children along with other development. The child picks up all the different attitudes / behaviours / habits from the parents. If children engages in crime, it is the fault of the parents for failing to cultivate good habits etc. in their childrens mind.

depends on the situation. if the child is a young adult and knows the difference between right from wrong then no the parents should not be held accountable. but i do believe that parents are sometimes liable for their children's actions.

Parents can only do so much.
Kids move away from home and cause trouble away from the influence of parents.
Some kids are just too independent to reason with.
I have known families of four or five kids and only one turned out bad. Shall we blame the parents for the one bad or praise them for the four good ones?
If parents were liable for everything yours would be in trouble for your bad grammar.

It depends. If the parents had a reasonable knowledge that the crime might happen and they could reasonable stop it yes. I don't think the Family of the Virginia tech murderer should be accountable, if thats what you're alluding too. I don't have all the facts though.

Well yes, as the responsibility of showing their kids how to commit crimes falls to the parents, it's only fair they take the blame when their kids get arrested. They have obviously not shown them correctly if they have been caught.
