First of all, that's just the downright wrong thing to do if you don't know a girl. It's just not something you say to a stranger.
If it's a girl you know, then you can only do that if you feel and can tell that she is comfortable with your behavior towards her.

Because they want to get to know you first before being willing to do such a thing. It's a dangerous world especially for women....be careful doing that....one may pull out a gun and shot you first and ask questions later.
