Well, with you mentioning 'effective', I'd say Photoshop. Once you get used to Photoshop, there isn't really that much competition and it becomes a no-brainer. The people behind Photoshop just seem to know how a designer thinks...
On the other hand, Corel Photopaint will work, but doesn't have a comparable workflow.
By the way, a lot of web designers create their page designs in Illustrator (Xara or CorelDraw will work too). It is often easier to work with design elements in an illustrator-like app. I work with both Illustrator (and Expression/Xara) and Photoshop to get the job done. As you can tell, there's much more competition when we talk Illustrator-like drawing programs. However, there's just one Photoshop. 'nuff said.
Also, there are several stages in the creation of a web page: the design (often done in a graphics app), figuring out and designing the interactive elements, perhaps animation and finally programming. Photoshop can do all of the above for you, but I'd say it's much better to use either hand coding or something like Dreamweaver to perform the last step.

Corel & Photoshop are graphics editors and both are used for editing the graphics, which later could be used on your web page. Also these tools are used for creating a sketch of the web page. But in order to create a real web page you need an HTML editor (Dreamweaver (the best), MS FrontPage, Notepad++ etc. or similar).
As for the web graphics, Adobe Fireworks rocks, I think. Paint.net is a good lightweight and free alternative.

The best way to design a web page is NOTEPAD (or if you're really lousy with CSS and HTML, Dreamweaver).
Adobe Photoshop is an IMAGE EDITING program. Use it to design web pages is like using a Mack Truck to make a run down to 7-11 for hotdog and a Slurpee (tm).
