Green spotted puffers (GSP) require high protein diets comprised of largely hard material to keep their fused teeth (basically a beak) from becoming overgrown.
Feed them diets comprised mostly of various mollusks and crustaceans. This is what I feed my GSPs:
Live ramhorn snails, half clams in shell, mussels, frozen mysis shrimp, frozen prawn, frozen krill, raw shrimp in shell (from the seafood store), shrimp tails. Occasionally (twice a month) I provide them bloodworms or brine shrimp.
It's also good not to overfeed GSPs. I feed mine only three times a week.

If they are not tiny they readily eat snails and nibble other fish so be carefull of this. As they get older you will need to make thier water more and more brackish.
The Tubiflex cubes are a good food for them. They can grab it with thier beaks and gobblem down. Any slow sinking food would be good. Flakes just don't seem meaty enough or large enough.
bloodworms are also a good choice.

Green spotteds are Tetraodon nigroviridis.
In addition to items already mentioned, you might want to occasionally add cockles and other shellfish and shrimp in the shell - this will help it keep the beak trimmed, which is necessary for their health.
Some links with feeding and salinity (this is a high-end brackish species) info for your puffer: http://www.thepufferforum.com/forum/ug.php/v/PufferPedia/Brackish/T_Nigroviridis/

What is the scientific name of your puffer? This will allow you to know if it is a brackish water puffer that needs more salt or should be kept in fresh water.
Green puffers eat many bloodworm, cockles and mussels
frozen/freeze-dried krill/plankton, gut-loaded ghost shrimp, glass worms, crickets, worms and small snails (the size of their eye). Snails are an essential food to a puffer’s diet, especially when small. Many serious puffer keepers breed their own snails. As your puffer gets larger, there are many more crunchy foods for them to eat. Larger GSPs will eat cut-up pieces of scallops, shrimp, crab legs, whole mussels, clams, oysters, squid, lobster and crayfish. and love to chase live crayfish, fiddler crabs and gut-loaded ghost shrimp.
