That's a very hard and subjective question.
Honestly the best guitarists usually play jazz, classical or (get this) are studio musicians in Nashville playing country.
A few of my favorites are usually rock and metal guitarists such as: Michael Romeo from Symphony X because unlike Yngwie Malmsteen everything he plays doesn't sound exactly the same, Randy Rhoads was also an excellent guitarist, Edward Van Halen (He HATES being called Eddie) is a great guitarist and very accomplished rhythm guitarist, Jon Schaffer from Iced Earth is an AMAZING metal rhythm guitarist, Jeff Beck is the most talented Yardbird when it comes to playing guitar he's a lot better than Jimmy Page and Eric Clapton, those who've actually listened to him extensively would know this.
Great classical guitarists: Julian Bream, Paco De Lucia, John McLaughlin, Al DiMeola, Andres Segovia, Christopher Parkening.
Great Jazz guitarists: Charlie Christian, Barney Kessel, Django Reinhardt, Frank Gambale.
The list goes on, geez what a hard question, hahaha.

Johnny Thunders and Mike Ness are my favorites, but if you were meaning skill, I'd have to go with Django Reinhardt, or maybe Randy Rhoads. Brian Setzer is really good too. This question is too hard. I'm gonna get a headache.
