That is algae and it is best if you do not try to remove it. You can clean his shell with a soft nail brush, but don't use that on his skin. The best way to combat this algae growth is to put a couple of fish that are algae eaters into his tank, or introduce snails. Snails will have to replaced frequently because your turtle will eat them!!!

Look carefully. Is the green fuzz frowing out of the skin, or just stuck on?

Stuck on is algae, and pretty harmless- in fact, algae usually means that temps, lighting, etc. is OK- but that filtration could be better. You may want to work at cleaner water.

Fungi are a problem.

For either, the first step is to get the turtle clean and reasonably dry, then dab the growth with a cotton swab dipped in Betadyne solution (providone iodine). Let that dry for a couple hours and return it to the tank. Repeat daily.

You can help minimize it with a dose of sea salt in the water (a teaspoon per gallon or so), and a good UVB-emitting bulb will also help kill the micro-organisms that can cause it- as well we being good for the turtle in general.

Is he the kind of turtle that stays near water all the time? If so it's probably algae. Don't worry about it--it happens all the time when something lives in the water.

For my tortoise, when I try to remove something on his chin, I use a spoon and a put it to the place closest to its shell and then scrape it off carefully. (And sometimes it helps when it puts its head in)
But again, like previous answerers have said, make sure it isnt algae.

maximum adult men look greater useful clean shaven. yet then you definately get adult men like Dominic Monaghan, who actually looks greater useful with a splash scruff. the element is, scruff is a small little bit of hair, no longer the comprehensive blown beards hipsters are carrying at present. That merely sounds like Duck Dynasty - nasty.
