I would have to question the term 'great civilization' when referring to 7000 years ago. The Sumerians developed in southern Mesopotamia in modern Iraq sometime around 3200-3000 BC (5000-5200 years ago). Early settlers arrived and began to farm in the Nile River Valley around 4000 BC (6000 years ago), but the development of a civilization as generally defined by the four or five standard principles did not occur until 3200 BC or so. There were cities that developed before that, especially Jericho the West Bank region of Israel/Palestine and Catal Hyuk (absent all the accent marks) in southern Turkey (although Turkey is not a modern Arabic country). Other early settlements were found in modern Yemen, Syria, and Iraq. However, as for great civilizations in modern Arab speaking countries, you would have look at the period of around 5200 years ago in Egypt and Iraq (Sumerians) to meet that criteria.

Modern day Iraq and Egypt are the sites of the earliest known civilizations and date from about that time, but are not part of Arabia.
Yemen on the Arabian Peninsula had a civilization at least 5000 years ago. It is also the place that is now thought to be the dispersal point for the migration of early modern humans out of Africa. http://www.archaeology.org/online/news/yemen.html

That question isn't quite right. Today, Iraq is considered an Arab country-- 7000 years ago, the Assyrians and Babylonians had great Empires there.
However, they weren't Arabs. "Arabs" are people who came out of the Arabian Peninsula . . . this happened in modern Iraq during the Islamic conquests (approximately 700 AD)
So you can't fairly call ancient Mesopotamia "Arab". They didn't speak Arabic, and didn't have any origin in Arabia
