1. His family, especially his parents should be alarmed long ago to seek help for him.
2. His school, especially his teachers should have been alarmed to give him proper guidance.
3. His college mates should be alarmed to treat him carefully and sought help for him.
4. His lecturers should be alarmed to give him proper counselling and rehabilitation.
5. His room mate should be alarmed to put him under proper surveilance.
6. The gun salesman should be careful to sell guns to responsible people only.
7. We are all reponsible in one way or another for producing a Cho Sueng-Hui.
Don't just blame him as he was not himself at the time of the killings.

Sorry but his family in Korea and his friends are making excuses for him. He called his parents every Sunday so he talked. There was nothing mentally wrong with him. He was anti-social by choice.
His classmates in grammar school, middle school and high school were predominately Korean. I am sure he socialize with his Korean classmates in grammar school, middle school, high school and college.
The Korean community just distanced themselves from him after his killing spree.
The only people to blame are himself and his parents.
Since he called every week, they should have known what was going on in their son's life. And they did raise him. No one becomes a killer overnight.

they shouldn't blame the school on the situation. they cannot control what one student is going to do to another. their school has about 20,000 + how can they keep tabs on every single kid. i also think though communication should have been more forced. the school should have been evacuated immediately.
