You are probably using a user account w/out admin rights that is why you are not allowed to do the reinstallation. Use the admin account or change the settings of your user account.

Click start, then click on your user icon at top left corner. On the new pop up window, click home. Make the changes there.

I've also tried running Win XP on an old/revived Plll-500 w/ 3x128Mb sdram. After loading the OS, Win XP would boot in 1.5 pass of the blue horizontal scrolling bar (loading indicator). After loading SP2, various drivers, etc. it loads after about 7 passes.

put the windows disc into the cd rom and switch it off with the disc in, then stare it and it will say press any key to boot from disc, press any key and it will boot from your disc, make sure you format the partition, it will ask you to press any key again after formatting, dont press anything or you will be back to the begining again, then follow all instructions, you must format the partition to erase the copy of xp that is on it now, format it in ntfs

If it's really old, it may not support XP. Try installing Windows 2000 on it, you may get better compatibility.
