first, it is not me, it's my friend. however, i am not looking to know what I, myself, can do, i would like help giving direction on what she can do.

Tomorrow morning, she is calling her phone company (cingular) to block his number. i would imagine that he cannot text message a blocked number either.

this person does know what she looks like, and where she lives - i think they went to school together years ago. from what i understand, a friend of hers gave him her number, obviously not figuring that this would happen

he sends her an estimated 20 text messages a day, and she doesn't have unlimited texts, so he is costing her roughly 2 dollars a day, for about three weeks now

she has not spoken to him, and has only ignored his calls and texts. he sends her text messages about what he wants to do to her sexually, and it is really freaking her out

over here in philadelphia, PA, USA, what all is she able to do about this?

i know what a restraining order is, but specific details other than "no contact" would be nice. do they cost any money, would one have to go to court to get one, etc...?

File a formal, written complaint with the police. Ask the court to grant a restraining order against the stalker. Make sure the order restrains him from contact by mail, phone , email, text messages, and in person.

Keep a dated log of any further incidents and report them immediately to the police and the court. Use caller ID to block his calls or use your answer machine to pick up and tape his calls. Notify the cell phone company that the stalker is texting you and harassing you, and they might block his texts and remove them from your bill. The phone or cell company my be able to trace the texts and calls by having you enter a special code each time he calls.

Can you stay with a friend or family for a few weeks? Vary the route you take to work. Don't go out alone for errands or leisure activities; always bring someone else with you, preferably a strong guy.

This stalker sounds very sick. Please be careful and take precautions.

You have to first file a police report and then go to your local court house to file the restraining order. The police department will give you advice about how to word the order. I don't believe there is a cost involved. If so, the court cost is nominal. If you have a women's center locally, they have good assets to help women who are stalked. They would be listed in the yellow pages.

Report this to the police, keep the text messages as proof, they can pull the phone company records and match the times and the source of the call. She can get a restraining order and if he violates it, he can be arrested. But understand, that typically the police are not set up for preventive law enforcement, only reactive. In other words, they can take the report, they may even question the guy, but for the most part it's going to be low priority unless the guy physically attacks. Sorry but that's a fact of life.

You actually don't have to go right to the cops, you can just go to the court and file for a restraining order. If he ever goes near her, she can call the cops and he will go to jail. She should also get her FID card and start carrying around mace(pepper spray). Stalking is no light matter, she may even be able to have him put in jail for what he has done already. Make sure her text messages are still saved onto her phone, as she may be able to provide that as evidence. Having his number blocked isn't a bad idea, but he could always change his number or use another phone, I recommend she change her number to avoid that. Also, always being with a group of friends in public is a good idea, if she doesn't get a hold of mace, but I strongly recommend she gets a canister of mace, because all it takes is that one time alone on the street or outside her house, etc.

Enter the number in the system and they will tell you a lot of informations about the phone number and the person who owns it.
If they have extra details you will have to pay for the report.
Free reverse phone lookup sites generally don't provide anything interesting. To get further information, money will have to be paid. The free searches do not provide much more than what can be found through the phone book.
The best thing is that you can get informations about anyone!!

This person can be charged with sexual harassment.

I would also suggest the restraining order, which includes any form of communication with your friend.

If he's sending 20 messages a day, then there's no shortage of evidence either.

Do a reverse phone number search. Then you will have his name and address. But if he is text messaging, then it means he is using a cell, so it will be harder to trace using a reverse number search. But it's worth a try. This way you have a name to give the cops, or the guys to know that will go "take care of him" which every you prefer of course.

Contact the local authorities, and describe in detail what is happening. Get a restraining order against him. Get the friend who gave him the number to give a full account of where and when he/she did this. start documenting everything and don't go around by herself unless people know where, when and what time she'll be back.
