well I skimmed the article and I think you might be looking at it too simply. He was probably reporting that from what he saw there was no chance for a victory. To win this, we have to win hearts and minds, so it could of just been an appeal to put more resources into political and economic solutions, and tone down the military if necessary to achieve those. Maybe he's wrong, but he's not trying to surrender to insurgents

They know who they will surrender. Clinton showed them the way. It will be Osama Bin Laden, Al Qaeda, the Islamofacists. They don't have the stomach to fight, so they want our strongest and bravest to lose. They know in their heart they have no guts!
