You could consider wording of the second paragraph as:
The Secretary General's airport transfer to, and stay at the Palm Hotel, London, have also been arranged.
(Instead of 'arranged', you could also use 'organized'.

Try combining the two sentences into one:

Arrangements have been made for the Secretary General's airport transfer and lodging at London's Palm Hotel.

It does sound a bit strange doesn't it? You can try something like this in your second paragraph:

Arrangements have been made for the Secretary General at the Palm Hotel, London as well as airport transfers.

Maybe in this particular sentence it is .This sentence seems to be formal with a flair for prestiege, The word arrange subliminally,or insinuates,suggests weakness for one thing .For a person of whom is the likes of a Secretary General ,should not be considered as one who is arranged ,and by who in what status can possibly be arranging them and doing it twice..
Someone of this status we think may be the arranger ,rather then the arranged for one thing .It is a "poor quality" of wording in my opinion,or a belittling one rather also,I think
you should not use the word "arranged " at all .We arrange
things ,arrange schedules etc, but to imply or suggest we arrange people of stautus literly is definatley a poor quality of words.I would not want you working for me if I was boss like.
The sentence sounds demeaning and insulting to intelligence,and by the way , the word arranged has no follow up or air of casualty about it used here.."We made your appointmment sir ..We scheduled your arrival date date as you have asked ,you have nothing to worry aboutr sir ,all you have to do is get on the plane and good luck ,We look forward in hearing that your expectations and planned dates
worked out just as you planned We worked accordingly
to ensure your plans were implemented to your expectations.
We would be sorry if you incur any inconvenience or delays whatso ever .We did all we can do to insure your trip was
of utmost efficient and secure.All of your
plans have been secured .I sincerly hope you are satisfied with the "arrangments" you have entrusted us with..........
We have sincerly done all we can do to meet your standards.
