I swear by Burt's Bees. Absolutely superior to any other product I've tried. I also find that it helps a lot to put it on at night (wear it in bed). You do a lot less lip-smacking of any variety while in bed, so it stays on longer. Also, if you breathe through your mouth at night, it helps your lips stay moist. Very, very good for them!

Dry, cracked lips isn't caused only by dry weather but probably the lack of amount of water you're taking. So load up on water whatever the weather!
Speed up the healing process of your lips by using Nivea's SOS lip balm which is especially made for sore, dry and cracked lips. I use it myself too! I apply it on really thick before going to bed. Best of luck!

Dry lips are often caused by dehydration. Try to drink more water and eliminate caffeine as much as possible. There is a good product made by Sally Hansen called 18 Hour Lip Treatment. It works pretty good for chapped lips. Better than chap stick and not waxy.
