Only if you want water in your gar. Actually 70% rubbing alcohol is more common, but the other 30% (or 50% if you really have 50% rubbing alcohol) is water.
Fuel tanks are water proof, so the rain shouldn't hurt the quality of fuel. But if you are worried about water in your gas, which can happen because of condensation, stop at the auto parts store and get heet, or dry gas, or any of the other products they sell there.

If you think you have water in your gas tank then use a product designed for water removal, like "Heet" instead of messing around with rubbing alcohol. Small amounts of condensation can occur over time, that is perfectly normal and a bottle of "Heet" a couple of times a year is not a bad idea. Or better yet keep your tank on the top half of full as much as possible and eliminate the potential for condensation to occur. All modern cars have a "strainer" on the pickup portion of the fuel pump and the strainer will not let water pass through into the fuel pump. So the only way your car stalled because of water is if your tank is so full of water that it covers the strainer.
As for water dripping from your tailpipe, any car with a catalytic converter (and thats every car made in the last twenyty years plus) will have water droplets in the exhaust. The converter turns the noxious engine fumes into carbon dioxide and water vapor. The water vapor condenses into water and drips out the tailpipe.
Fuel stations spend big money on equipment to test for and are required by law to check for any water in their storage tanks. That is one thing you don't need to worry about.

not rubbing alcohol per say as it isnt high enough in proof to be any good as a motor fuel. that said however, stop by your local speed shop and have them direct you to where you can buy some real fuel alcohol, and dump about 5 gallons into your tank. then stop in to the emissions inspection station. the reason this works is because the sensors were not designed to read the alcohol combustion temperatures as they are colder than gasoline. by the way, you want ethanol and NOT methanol, even though both are used as motor fuels.

I doubt if water in your tank is the problem, it could be, but I doubt it.
You may have either condensation in the exhaust, which is normal if you just started the engine, or you may have a head gasket bad, or intake manifold gasket bad. Are you losing coolant?
The gas that you get now already has alcohol in it to some degree and will mix with the water in the tank and help you get rid of it. Good luck

the alcohol you buy in the grocery store is potent enough.. just that you may have to use two of them.. so the best thing to buy is grain alcohol at the liquer store.. get a half pint.. it will cost you a bit more.. but grain alcohol is 95 percent alcohol.. yes it will work.. any of it will.. just be sure to put some gas in after you put in the alcohol.. it will make the water at the bottom screen go into solution.. and burn off..
