There have been a number of heroes who could not make ends meet…they kept losing their jobs because they sneaked out to go fight crime and the bosses got angry at them later when the work wasn’t done and fired them. This is why some are independently wealthy (Batman, Iron Man) and others have had jobs that allow them considerable freedom to slip away from the office (Clark Kent, investigative reporter; Peter Parker, roving photojournalist.)
However, the classic example of a broke superheroes in my mind remans Green Arrow. Oliver Queen used to be rich until he was suckered in a stock swindle. After that he was living in the slums.
Ollie was mugged one night, hit over the head from behind, and the mugger took an envelope with his rent in it. Green Arrow tracked the guy down, and when he brought the punk in to the police, they wouldn’t believe that he robbed Green Arrow, until he told them the exact amount the sealed envelope contained, in twenties, tens, fives and singles! He was late with his rent and in danger of being evicted.
The cops had less confidence in him after that, thinking that if he couldn’t stop himself from being robbed, what kind of a hero was he?
So, how often does that happen? A hero who is so broke, he can’t pay his rent?

With few exceptions, like when MJ was a top model and TV star, Peter has always had trouble raising enough money to get by and to help his Aunt May. His book, "Webs" helped for a while, but Spidey has never been in the chips, so to speak.

Groo the Wanderer, he never has any money, wears the same smelly orange shirt, never takes a bath unless he falls in water, AND he has not math skills to boot. Coincidentally he's also my favorite superhero.
Oh and to clarify he does have superpowers so he is a superhero. He has been in over I'd guess 1,000 battles and has never been stabbed or even gotten a scratch and whole armies have been leveled by his hands.

Aquaman. He lives in the ocean, and has no money that I know of. He only has one outfit, unlike everyone else, who have at least one change of clothes. He can't even afford a secret identity.

I'll go with Booster Gold. Not only is he swamped with credit card debt but he owes money for bouncing checks and was evicted.

superman is the poorest, he doesn't even own nor rent a home..... He has to live in a cave,(a nice one) but still it's a cave and he didn't buy it..
