Oxygen is introduced into the water through movement at the surface. As long as the surface is always moving, you don't have to worry. Hanging filters Aerate the water by pouring the water in from above. Canister filters can do it by pointing the spray bar up towards the surface. If you have an internal filter that sits completely under water and causes no surface movement then an air pump would be a good idea.

And, of course, regardless of your filtration type, if your fish are always at the top of the water trying to get air (not begging for food) then you should get one.

No. A pump is strickly decoration. Air or should I say dissolved air does not enter the water though an air pump or airstones. only water movement against air can do this. i.e. filters rippling across the surface, powerheads, waves, waterfalls, fountains etc.

It isn't needed and does nothing for your tank.

Keeping the water clean and chemical free as well as good filtration and weekly maintenance will make the water safe for your fish.

Having a heater and a pump does not make water safe for fish.

No need to get an air pump. They will do just fine without one.

There's two reasons to have an air pump, first to run an air powered filter like an undergravel or corner filter.
The other is strictly decorative.

Nope, your filter should create all the current needed to aerate the tank.
