when a charged vinyl strip is brought near an uncharged pith ball electroscope, the pith ball is first attracted and then repelled, explain.

The surface charge densities differ initially, so the ball is attracted. When close enough or touching, some charge transfers from the strip to the ball. They now have the same surface charge density and so repel each other.
