Because that would be an infringement of not only the Office of President, but Executive Power. In fact, the Surpreme Courts throughout our history have ruled that only under the most dire circumstance must we require a President to speak under oath.
Also, when do you think he should speak under oath? That confuses me. What would be the point of him swearing in every time he has a press conference?
If you're talking about a Senate or House committee hearing (lol)_<_- please tell me the first time President Bush was supeonaed..... Ah yeah, never.
Like I said, it's a blow at Executive Power. Congress, the Supreme Court, and the Academic Institutions will never allow it, b/c that would compromise our democracy.
You're attacking a person you don't like - but you'll take the Constitution and burn it just to do that.
By the way, under the President before him - it was ethically required that the President of the United States be truthful at all times unless it would compromise National Security.

Do you honestly think GWB never lied? LOL. He is a politician lieing is in his blood. I support the war I don't support the man. Cheney and Bush are hiding something and making Millions doing it. That is why he won't swear under oath. I would like to see the two of them held accountable for the millions in oil and kick backs from Hallaburton. At the same time we need to be in this war. Never do I want to see bodies falling from the sky. The world found out we are a Sleeping Dragon in WWII, I guess they forgot.

Look what happened when Clinton told the "truth" under oath, cries for impeachment, first president to set up a legal defense fund, lost his license to practice law.
If Bush doesn't go under oath, it is because that is what he is advised to do.
For such a decent guy, why don't you ask an honest question?

It is a constitution matter of separation of powers. Testifying under oath would mean that the executive branch is subordinate to the legislative. That would be a gross violation of the constitution.
