CSI investigate the scene and a Detective investigate the entire case.

Yes. CSIs generally have a background in science where Detectives have a law enforcement background. What you see on TV is kinda far from reality. CSIs handle the evidence - they're the ones looking for it at the scene, collecting it, and analyzing it. They're not the ones interviewing suspects or chasing them down - that's the detectives.
