After. You don't want it to curdle.

The reason why English tea is drunk with milk is because when tea came first to Britain the British drunk it in fine porcellaine cups that would break with the intense heat of boiling tea so by adding milk it would slightly lower the temperature and not break the cup. Now cups are often thicker and stronger, but the habit has remained because many people like tea with milk. It makes sense anyway because by adding it at the end it's easy to control the "milkiness" of both tea or coffee.

You should always put milk in a cup with coffee before the water. Tea should be water before milk. The reason why a lot of people think they need to add milk in either first is because years ago before we knew how to make a cup that could withstand the heat we put milk in first to stop our primitive mugs from cracking. Then the Japanese let us in on there secret of porcelain

After. That way I can judge by the colour if it's enough.
My grandma told me that you used to be able to tell whether somebody was upper class or lower class by whether they put the milk in first or second. Lower class people put it in first because they had cheap china and sometimes the cup would crack if you filled it with boiling water, but if you put milk in first, it would cool the tea a bit as the cup was filling and keep it from cracking. Mind you I'm not sure that's true.

I don't do instant coffee, I only like filtered with lots of squirty cream in! yumyumyummy
Have made instant for others and apparently, the coffee scalds when you pour boiling water on to it, so I mix just a lil milk first, add water, then add more milk.....also the coffee sometimes doesn't dissolve if you put a lot of milk in first.

For Tea I put it in first, because it's often much hotter than coffee. One reason, this level of heat can curdle milk or cream. Putting it in first and adding the tea more evenly raises the temperature of the milk and prevents curdling. Also, this started when people used fine china or porcelain for their tea. Putting milk in first, then adding the tea also kept the delicate cups from cracking due to the heat!

With coffee milk first,
with tea milk after. There again this depends on quality of tea. Coffee is a bad thing to ad boling water to unless milk is added as it is a drug, tea needs to breath more.
