Cats and dogs don't eat there hair, they do however ingest some when they groom themselves.Especially cats which collects in there stomachs and needs to be brought back up. To do this they eat grass . these are known as fir balls and is perfectly natural. This may be what your meant.

Uhm.........
They lick and nibble on themselves to get clean and eventually get hairs stuck to their tongues, because it is moist. They don't have any hands and fingers to take them off like we do and they can't spit like we do either so unfortunately they just swallow them. It's not like they choose it to be part of their diet. That's why they take care of it by coughing up hairballs or passing it through.

They don't want to get it all over your house!
Ya know, then it gets all over your clothes, in your food, then it ends up in your mouth!
They're just cleaning up their mess, like kids should do.
How considerate!

Because they can't spit it out, and they don't have fingers to pull it out. The only thing they CAN do is swallow it.
