The filter is an in tank Whisper MICRO FILTER. I have it all set up and turned on and it's ready for my new Betta.

Problem is: I got a small SHOCK when I tested the water temperature with my finger. Is this ok for the fish or is it going to ZAP him into oblivion! I don't want to kill my new fish by putting him in a tank that has static. What is causing this? Can I remedy it? Is the filter bad?

Ok, I really am ignorant on this one but, no dumb answers please!

No heater in it and the Whisper filter is brand new. I have another 2.5 Tank set up For my other Betta and have not needed a heater. The other one has a different type filter. I have never had the submerged type.

Replace it asap! I would suggest returning the entire set up, it could be the filter or the light, but as others have said most likely the filter. It wouldn't hurt your betta, but it can cause a fire. If nothing else the filter would probably quit pretty quickly.

This seems hard, but as a visionary, I can tell you what I'd do... Youll have to drill two holes on both sides of the tank. Then put a rod through one side out the other. Attach wheels to them. Repeat same process to the front. Add pedals and a chain and your golden! Man, that would be a hell of a cycle. You could put water and gold fish and there, and the fish will think there in the ocean from the pedaling making waves. Great Idea buddy!

that filter is probably it. you can try again with your finger but when you do lick your finger a regular static shock can't work on a wet surface if you get the shock again take the thing back.
