Search for bitrate calculator, then figure out what your current clip's bitrate is, then do some math and you'll figure out what bitrate you need to re-encode to shrink it down to under 700 MB, then spend however many hours to re-encode.

Or just use 2 CD-R's, those are cheap.

what kind of video is it svcd/vcd... you could try running it through divx, or try tmpeg, there is a setting in there you tell it how big you want it it will do it for you.
