I've been to Vegas over 30 times and the only two hotels I stay at anymore are

Gold Coast is right off the Strip, near Palms and the Rio. They have very clean rooms with comfy beds, but the bathrooms are kinda small. They have a variety of restaurants, a good buffet and a great players club.
Vegas Club is located downtown. They are very consistent with low rates and their rooms are clean. There's not as much variety when it comes to restaurants but they also have a good players club.

The lowest rates on the Strip are usually Circus Circus, Imperial Palace, The Riviera, Sahara and Stratosphere.
The best times to travel are when there are no major conventions in town. The best time to travel on a budget is most of the month of December excluding New Year's Eve which is very expensive. You can get rooms in December starting at $43 a night at several Strip Hotels. June and November are also good months to get cheap rooms.
Also call the Las Vegas Convention and Visitors Authority they have access to the rates and availability at all of the hotels in town @ 1-800-332-5333 or visit their web site @ http://www.lvcva.com

The Hooters Hotel and Casino is great!!! Newly remodeled so it's nice and since it's not directly on the strip (it's just behind the Tropicana) then it's prices are low too. It's the most comfortable bed I've ever had in Vegas and was quite cute - there were even some families there!

I love staying at the 4 Queens, old school Vegas style, nice, cheap and the location is the best, right on Fremont street. Forget the strip for a couple nights, and if you get the craving for the new sprawl, bus or taxi there....
They always have good deals during the year...to me that and a few others downtown is a real Vegas holiday.

You will save the most money on a room if you avoid special events, large conventions and weekends.

Pretty much, things away from the Strip are your best bet for cheap and safe. Local casinos usually have good prices (places like Station casinos).

Try the Imperial Palace - the location is great and rooms are still pretty inexpensive if you book in advance

I stay at the Tropicana. It is closest to the casinos I like to visit, I get great rates mailed to me since I have joined the players club and the rooms are clean every time. I really like the people who work there....everyone is so nice.

defenitly THE PALACE STATION hotel, is cheap and only minutes from the strip
they also have free shuttle bus to the strip every hour !
