no sh!t i can open it by clicking on it or going to notpad and opening it. But it is a PROGRAM FILE so I need a PROGRAM to open it. WHAT PROGRAM DO I NEED TO OPEN IT???

its a Theme file (the file is called moonlight.theme)

i figured it out. its always good to ask the guy who made the program how to open it before asking other ppl :P
btw to open a file with the extension .desktop download the program desktopx

It's a configuration file. It's empty, or contains just a few notations related to your desktop configuration. If you want to see what's in the file right click on the file and select "open with" and choose notepad.

It would help if you gave us more than just the name.. how about the file extension. i.e. .ini, .exe, .bin, .mdf I'm sure you get my drift here.
