I am doing a report and I need this information and can't find it. I've tried the Department of Public Welfare's website and nothing is on there.

Try possibly the State Attorney Generals Office. Check with the US Department Of Justice since welfare funds are often matching state and federal funds.

Check the census for the total number of minorities in PA, that will give you an accurate count of how many people are defrauding the welfare system.

Even if i'm wrong, who's gonna know if the information can't be found? Bush did it that way in Iraq and look at him.
