Sounds like it is binding, could it be parked against something? The weight of the truck can hold it in gear sometimes, if not check the connections, sometimes behind the brake pedal.

More than likely the switch at your brake pedal that allows your vehicle to shift out of park is defective.
Have your vehicle towed to a service center and have the switch replaced.

set the parking brake on or block the wheels. crawl under the truck and look for a linkage and a cable connect to it. disconnect the cable and try to move the linkage back and forth. if it move, your transmission is okay. next, go back into your truck,turn the key on and try to shift it back and forth. if you cannot shift the lever, the solenoid inside the steering column is binding or malfunction or the cable is binding.

Do you have your foot on the brake? I know it is stupid to suggest that but you never know. I'm not sure if the steering being in a bind will cause the same problem. I had a 98 and never had that problem myself.

the difficulty you have is a transmission shift lock change failed or out of adjustment,it relatively is linked to the brake pedal,below the sprint,it would desire to be intergrated into the brake change or it would desire to be seperate,they're many times 2 cord switches in case you detect the change disconnect it and connect the two wires jointly this might pass the change and you gets it out of park
