Here is the PDF for the Official rules, I looked and it did not say anything about competition winner geting a place in the Intertoto cup.

When Liverpool won the champions league a few years back, they didnt finish top 4, but were granted a spot for the next year's competition. I would assume the same story goes for Newcastle.

No, the English place goes to the team that finishes highest in the league amongst those who have applied for it (in this case most likely the team who finishes 8th)
