I know of a few cities with public garden:
1. Houston. There is a small herb/vegetable community garden in my neighborhood. An organized group of nearby neighbors meet at determined times to tend the garden, or do so on a as needed basis, or when they go there to collect items.
2. Baltimore. They try establishing them on abandoned building lots after demolition
3. Portland, OR

And maybe San Fransisco or Berkeley...I think I read something about them in those cities too.

At home gardening is a good start. Try small projects, such as organic gardens, compost piles that can be cultivated by elementary schools, finding areas in your city that are specifically zoned for animals, etc.

Gardening in containers. You can have a whole herb garden flourish in pots. Even some varieties of fruit trees available for pots.
