I don't think he had the contacts necessary to obtain such a weapon, or the money. He was very isolated.
He was psychotic and paranoid, in a devastating way.
Fortunately, most mental patients would never do something like this.

The carnage would have probably been 10 times worse if he had a machine gun. Maybe he didn’t have enough money, a Machine gun would be a lot bigger wouldn’t it? The guns he had he could easily conceal while he was going from his dorm to the Industrial building.

I doubt he would've been able to purchase one. Well, maybe on the black market. Who knows. The kid obviously wasn't too bright.
