Flagstaff for sure!
Phoenix is too hot of course and the pollution is disgusting. Sedona is gorgeous but your social life will be challenged unless you like tourists. Prescott is great but again a bit small of a social scene. Tucson has wonderful culture, art and outdoor recreation but the summer temps are really up there.
So back to Flagstaff. 4 seasons. Average of 300 sunny days per year. Snow in the winter. Ski resort. Art & Music. Active community and a pretty fun social scene with NAU being up here. Expensive and moderate housing. Access to almost unlimited NF trail systems is among the best in the country. Sedona is 30 min down the hill. Summer temps that rarely go above 90 degrees. Best star viewing in AZ since we are the first International Dark Sky City. Dog friendly town for the most part.
We do have a lack of entry level jobs that can support the cost of living. College students eat them all up. But if you are asking about expensive housing, I doubt that you are worried about that.

Probably the most expensive housing (homes) is in Paradise Valley (suburb of Phoenix). I personally think that The best place to live in Arizona would be in Prescott. You get the 4 season of the year, nice scenery, many outdoor activities available year round and not near as expensive or touristy as Sedona!

I lived in Prescott Valley which is between Phoenix and Flagstaff. It's a very small town, right outside of Prescott which is very nice also and little bigger. You get the four seasons, beautiful scenery, friendly people, great schools. We miss it so much and can't wait to go back

Scottsdale if you can afford it. Paradise Valley has the most expensive homes, sometimes 2-3 million bucks if sold.

Definitely Gilbert. You have your nice big expensive houses (some of them with land.) The people there are clean cut and friendly. Even the stores (including the Wal-Marts) are nice and clean.
