Pocket PC is an Operating System developed by Microsoft for PDA' s, handheld devices and Smart Phones. That being said a notebook or laptop would run an alternative Operating System such as Windows XP. That being said the differnence between the two Operating Systems is that PocketPC is not as powerful an Operating System as Windows XP because the PDA' s, handheld devices and Smart Phones generally are not as powerful as a laptop and have for less battery life.

Compared to a notebook or laptop, it is exactly what it says, a pocket pc. It is small enough to fit in a breast pocket in a shirt or suit. It is difficult to enter and move data, you use a stylus instead of a keyboard. You can buy keyboards for the pocket pc, however. It is meant to sync with a real pc so you can enter addresses and phone number into Outlook and have them automatically entered into the pocket pc.

A pocket pc is a mobile device.
Trimmed down versions of outlook, word and excel, Internet explorer. Some have phones included with the hardware. They provide very simple way to synchronize information between a work computer and home computer. You can access your information and update things while on the go. WiFi and Bluetooth mostly available. Maps and other utilities can be purchased or downloaded. Music, Photos can be stored or moved.
If you can't have a Laptop with you, then a Windows Mobile device is the next best thing.

A pocket PC is a PDA or something similar that runs on Windows Mobile, which is a scaled back version of Windows. They also have an Mobile version of Office which again is just a scaled back version of Office. A laptop, notebook, or even a tablet all run on a full version of Windows.

My pocket PC is an HP iPaq. It has a slot for a "smart card" (SD card) so it can read and download the digital camera card my spouse uses and can also share our mobile phone smart card/adapter. I use the slot for a resident memory card for applications and photos. The iPaq also has a slot for a small 56k modem so's we can dialup to the internet. The iPaq measures 3 inches by 4 inches by an inch and a half (which includes its "extended battery" which has an "on" life of about a week!
The iPaq has Word and Notepad and well-sort-of email and Excel and various photo handlers and Adobe Reader and a TV remote controller and of course lots of games for my amusement.
The smallest notebook I've heard of is a "tablet" PC which is about the size of a clipboard, and its screen swivels up and turns about, and you can touch and write on it with your fingertips or some sort of stylus. I think there may by now be some PCs smaller, like say, half that size...

A pocket PC will fit into your pocket. It is a laptop that is ultra portable so it can be carried everywhere. It is mainly used by business people to keep appointments and send and receive email.

It is a smaller device usually used for appointment keeping, numbers, addresses and notes. Occasionally used for internet access (though limited) and other data transferring.
They are also known as PDA's or Palm Pilots, though "palm" is a trademarked name.
They are usually running a basic operating system, and are limited in what they can do.
