it's a region code.
PAL games won't work in japanese, mexican, candian or american systems (these countries are NTSC regional code)
they will work in european, austrailian, chinese (i think) and brazilian systems

Basically, you need a system that's made for the PAL region (UK, Australia, New Zeland, parts of Africa, parts of S. America) if you want to play a PAL game.
If you live in the US, you need an NTSC game unless the game is for the PS3, in which case, you can play any PS3 game from any country on any PS3 from any country.

in terms of games and dvds, PAL is a region code. to play a PAL game on an US console (NTSC) you will need to install a mod chip or use swap disks to bypass the region coding security.

PAL is a form of TV encoding. Mostly is is used in Europe. It may work on your TV, but it really depends on the TV model.

maybe pay-pal? it could also be the ting u plug it in woith and huckit up to the tv and such.
