Congress has a higher approval rating now because they finally have the guts enough to stand up to Bush and speak out against his war. The war is not going anywhere and so Congress is trying to get Bush to see that he needs to make some other decisions than the ones he has been making. People are tired of watching people die over and over again for a war that just isn't working. It is time to try a different direction and Congress is the ones who are trying to see that it is carried through.

It'll change once everyone realizes they stalled the military commanders from getting what they asked for... just like Aspen did during the Somalia fiasco and Johnson during Vietnam. You can't blame Bush on that... it was clearly Congress and they're still stalling.
