I wouldnt think so as you should have had a survey done before you bought the house, if you didnt then you were taking the risk of the house being run down and its now your responsibility.

Sorry, But shouldn't the question be 'I bought a run down house from the council is there anything i can do?' - I offer you 1 pound (1) sterling for it!

Hi there is not much you can do except do it up and either rent it out and make some money or you live in it yourself.
Did you know what state it was in when you bought it or was it really cheap you just dived in and bought it without knowing what needed doing to it.?
Get some mates to help you do it up.
