Yep, there are very small heater available. They are usually marketed for 2.5 gallon tanks, but will work on smaller. A quick google search for aquarium heaters will give you tones of places to buy from.

For heaven's sake! Do not put a Betta in 3 cups of water and expect him to live! That's cruel and unusual punishment! What did the fish ever do to you? The MINIMUM size tank you can keep a Betta in is 2.5 gallons! If you can't or won't, please don't get one. They do NOT make heaters for 3 cup bowls, becuase nothing should be living in 3 cup bowls! A PROPERLY cared for Betta will live 5 years or more. One kept in the conditions you're talking about probably won't last 6 months! Since you say you "usually" use a 2.5 gallon tank, it sounds as though you are going through a lot of Bettas. Did you ever stop to think maybe the problem isn't with the fish? Do the poor fish a favor. Before getting another one, go to a book store, pet store, or public library and get a book or two on Betta care. You'll likely learn the cause of their early deaths. If you don't care, please don't get any more fish.

The one that said they don't need a heater is right but you should see the difference in my betta once I put a heater in for him. He swims around so much more and doesn't hide in his plants. He comes right up to the front with his molly friend to eat when I stand there. He was cool before but you know when Im cold I don't want to do anything either. Now he checks all his stuff out over and over.

It's hard to heat a tank/bowl less than 2-3 gallons right. In the 3-5 gallon range a 25 watt heater works fine. The hydro 7.5w heater might be ideal, but doesn't have a temp control. So if your room temp rises it won't shut off.

You're betta would be happy with a heater. I know that TetraFin makes a small heater for them. Any local pet store should have them or be able to order them. Betta splendens is the scientific name and that is why people spell it "betta."

The smallest heater they make is I believe for 2-5 gallon tanks. Just go to google.com and type in 'buy fish supplies' and see what comes up.

Yes, I've had heaters for 1 gallon tanks. Your local pet store should carry them.

Bettas do not need a heater. They live in fresh water at room temperature.

you absolutely don't need one to keep your fish alive, but go to any pet store that sells some fish tank equipment and the owner will know what you are talking about. and beta is how you spell it correctly.
