Security, anyone breaking can be seen and filmed by CCTV. Also flourescent lights dont cost that much to leave on compared with old fashioned house lights.

Liability! For one it is for insurance reasons for theft, however if the lights are all off and a thief falls then they can actually sue the company.

Okay but could they use the sensor ones when someone breaks in. I mean we're told to conserve energy but like you said the large ones keep theirs on. & rest assured, they pass the expense on to customers.
