could be the sensor or the fan motor itself is bad, try to run wires from the battery to the fan and see if it works, if it does the sensor needs replaced.

There are several things to check.
1. Check the fan motors. You can hook up a 12V source directly to the fans. The fans should turn on.
2. Turn on the A/C in the car. This will automatically turn on the fans.
If your fan's turn on, then their motors are fine.
3. The next most likely cause is the fan relay switch.
Typically located either against the fire wall or in the fuse box in the engine compartment. The switch directs electricity to the fans when the engine gets too hot. If the switch is broken, then the fan's aren't getting electricity to turn them on. The fan relay is of course controlled by the car's computer based on information it's getting from the temperature sensor.
I of course am assuming your sensors are working if you know that the engine is overheating. If you know it's overheating, but your temperature sensor is not reading hot, then you need to replace the temp sensor.

there is a engine coolant temp sensor.. (Most are mounted on the thermostat housing) (or on the side of the Eng. head )..that sends signal to the ( ECM ) Electronic Control Module that tells the cooling fan relay to start the fan...
