A man with A blood can definitely have a child who is Type O. All three people are Rh+, so that's not the issue.

Mom has two genes for blood type: O and O.
Father must have one gene that says O, it doesn't matter what the other gene says.

Father could be Type A: A and O.
Father could be Type B: B and O.
Father could be Type O: O and O.
Father can NOT be Type AB: A and B.

DNA will have to determine the paternity.
Blood type might rule someone OUT, but it doesn't prove who IS the father.

What makes it hard to answer this question is that we don't know how many copies of the A blood type gene your brother has. If he just got it from one parent, then he could still have type A blood, but pass on the chromosome without the type A gene to his kid; there's a 50% chance. If he got A from both parents, there is no way he could have a baby with type O blood because a baby with the A/O genotype will have type A blood.

Do you know your parents' blood types? That might or might not help, depending on what they are. If your parents are A and B, then your brother just has 1 copy of A, and had a 50% chance of producing a type O baby with his ex. If they're A and O, or if they're AB and B, or if they're AB and O, same thing. If they're both AB, there's no way your brother could possibly be the father. If it's some other combination, I guess that information won't help you any.

I'm afraid it's going to be hard to tell without a DNA test. A parent with Rh+ blood can have an Rh+ baby no matter who the other parent is, and the only people who can't have type O babies are type AB, which doesn't narrow things down that much.

Do you know the other guy's blood type?

Edit: MySelF, you need to check your information because it's impossible for your mother to be type AB and you to be O. If you're O, you must have two O genes, one from your father and one from your mother. But if she's AB, she has an A gene and a B gene, leaving no room for an O gene that she could give you.

the baby could be his.. my mother is AB and my father is O and I'm O...
But if you want to be more sure you always can do DNA test... maybe expensive but it is accurate
