Walking in the park, window shopping, a walking sight-seeing tour, a visit together to the public library or sunning and socializing at a public beach are all fun outdoor activities that anyone or any couple might do that do not cost money. Things are changing every day, however.

Picnic. Take a long walk in a nature preserve. Spread out a blanket and see how many constellations you can find in the night sky. Go to the lake and wade along the shore. Play croquet or badmitton. Ride bicycles and explore the countryside. Grill hot dogs. Crank up some home made ice cream and invite some friends over to share it. Fly a kite. Go to a pond and feed the ducks.

Many parks have walking trails, and a lot of them are open for free (at least city and county parks). Beaches are usually uncrowded this time of year, and you can often see lots of neat stuff offshore, like dolphins and seabirds; maybe even whales, depending where you are. I like the star-gazing idea: check with local astronomy sources about periodic meteor showers (nothing's more romantic than counting shooting stars together lying on deck chairs or foam pads in a sleeping bag). There are often free outdoor events around most cities - check in your local 'alternative' paper or in local college papers for things like shows or concerts. Dependnig on what your interests are, the only limits are your imagination.

Take a digital camera and go to a pretty place like a park, a lake or even a zoo. Take lots of pictures, and buy and inexpensive tri-pod (some decent ones are less then $10) so that you'll have lots of pictures together.

That depends on where you live and whats in your area. Where I live we have creeks, and lots of public walking trails in the woods, lots of parks and stuff. If you have something like that, take a walk in the woods, have a picnic in the woods or in a park, go for a swim (if your brave enough, skinning dipping is always fun !!). You could try going for a scenic bicycle ride too, then find a secluded place in the woods somewhere, for a litte naughty fun !!!

Walk, hike, jog, picnic, go to the beach or lake or park (whatever is available in your area), some communities have public (no pay) tennis courts and that type of thing so if you have your own equipment you can play...
Use your imagination...what do you like to do?

Are you able to have a picnic? Are you able to skate? Do you live by the ocean? What IS near your place? If out of towners came to your area, what would interest THEM? Most people decide that where they live is boring,,,,,,,,,,,,while out of towners think the place is great! Try to see your area 'for the first time' and see what you are able to do for fun. Take a walk! Plant a garden!
