You can. You can also go to Wal Mart and pick up a cheap tube of liner, like Cover Girl or Maybelline. They usually have a smudger at the end. I find that those work better.
After you put on the eyeliner let it set for just a minute and then smudge it a little. You can also get heavily-pigmented shadows and rub the smudger in that and apply it. That works just as well!

attempt finding for a non-oil based eye liner. The oil on your epidermis and the oil from the eyeliner merges because of the fact the day progresses subsequently inflicting it to smudge. some human beings incredibly warmth up their eyeliner pencil advice (not burn) to make it "everlasting" or stay longer without smudging. Or attempt dabbing toddler powder after utilising eyeliner yet try this in the previous you place on mascara.

MAC sells a really great eyeliner that is meant to be smudged. It's pretty awesome. You can get an angle brush to help smudge. They sell these are Target, MAC, basically everywhere.

don't use a q-tip just use an eyeshadow brush. you are really not supposed to smudge the eyeliner unless you want a smoky look. if you are jsust applying eyeliner for everyday use it is not required to smudge it.

well what i do is first get eyeliner and put it on the right way,
then put some eyeliner under you lashes, not to heavily,
then grab your finger and then smudge it a bit, not to much or you'll look like you bags under your eyes, that's how i do it and it looks great, i hope it works on you too!
the first pick is what it may look like, but you can smudge a bit more

well it depends on the effect you want to achieve. but let's asume you want it smudged... you can use a q-tip with some "heat".. just steam it with your mouth (the way you do with glasses before wiping them ***NOTE: I don't do that on my clients... just on myself lol).. 'cause if it's too dry you might remove some color. There are kohl liners that have one end pencil and on the other they have a smudger (a sponge pointy tip), or you could buy it separately... there are smudge brushes too (made our of natural, very short and tightly packed hair).. like this

But don't stress out. You'll learn how with some practice.. You might even use a soft kohl pencil and your finger (patting, not swiping) to soften the line... there are several methods you can adopt. Remember: makeup is what you like to use in order to achieve the look you want, not that there are "laws" on how to do things.
DO NOT APPLY POWDER, or you'll erase what you just draw

a q-tip is an option, but you can buy eyeliner brushes from a beauty store, MAC has a great brush for that, or you could use your pinky finger for it. the smudge has to be in one direction to make it look less messy, for dramatic effect.

A q-Tip is good, you can also use your pinky or a make-up sponge. Actually: the best thing is a product by Covergirl that has a smudger on the end of the eyeliner. I don't remember the name but you can look it up on the covergirl website

you can buy eyeliners with smudgers on the other end or you can buy the brush seperately. some eyeshadows, for example, some MAC and Urban Decay ones are made for smudging. if you don't want to buy a brush you can always use a cotton bud..it works!
