Is your car never then 1993? That was the year that the EPA forced all car manufacturers to switch to r134a. r134a is perfectly legal to buy and sell over the counter and can be used by anyone.
If your car is older then 1992 then you need to take it to a shop to have the old r12 freon removed. In which case afterwards you can have them fill it up with 134a or you can do it yourself.
As for recharging your system it is done as follows:
1)Turn the car on and turn the a/c system onto max cool
2) Find the low-side connector. Normally will have a blue cap or a black cap with a L on it. The recharge connector ONLY fits on this side it will not fit on the other side.
3) Check the guage with the recharge kit and fill as necessary. However you must watch to make sure your compressor is on to recieve an accurate reading.
PS. r12 and r134a are both Freon, just different types. And the 1998 cut off was for OBDII standards and you still can goto any parts store/mechanics shop for a scanner to read those codes.

No, and No. You'll have to go to a repair shop, your auto dealer or an auto mechanic. The reason being, is that over the past couple of years, there has been a bunch of laws passed, because the old freon gas R-12 was replaced by R-134, and the release of this gas into the atmosphere damages the ozone, so you'll need special equipment. If you do it yourself, even just releasing the old stuff into the air, there is like a $20,000 fine. The cost of the equipment is really expensive also, plus you have to be licensed to get the permits necessary. A lot cheaper to have a professional do it.

If you car using the R134a you can add the R134a yourself. They do sell kits to allow you to add the gas to the A/C system. You must use caution though. There is a high pressure side and a low pressure side. The gas is added only on the low pressure side of the system. Doing this incorrectly can cause the can of R134a to explode.
The older R12 Freon is not sold anymore and must be added by a specialist. It isn't cheap either. The US has laws governing it's use.

If your car is newer than a 1998 you will have to go to an authorized dealer. They no longer sell the gases needed for refils due to the threat to the ozone. Those that do offer this service also have to have a capturing device to capture the gas that they bleed out of your system. You might think its not such a big deal, but look at global warming, that is just the type of thing that help get it to the place it is today.

They Sell a kit you should let your bf do it unless you are mechanically inclined (IE) if you cant do a brake job do not attempt this
